Waber's Theory of Modern Politics
Unlike hobbs, fabr was trying to get beyond taking sides. Waber wasn't vaber was taking the side of the modern state. The reason hobbs couldn't do that is because no hobsean state existed. In hobbs's terms, he was both defending whatever happened to be the order and trying to imagine a new intellectual foundation for whatever order you found yourself in. People writing about and imagining a future for the modern state have modern states to watch, to study, to look at and to learn from.
