Is Deshawn Watson a Free Agent?

The Dolphins can sign March X to an offer sheet after the draft. But my best guess for honestly is that he plays next year on the franchise tag and goes the Kirk cousins route. The league clearly does not want that to become a precedent in any way, shape or form. It's going to take, you know, certain teams, maybe willing to do it.
