The idea of the church, the ecclesia, the ecclesiastical state is development. The terminology may be different, but the teaching is the same. Paul has put together a succinct declaration of the redemptive nature of the work of Christ and the cross. It's not like you switch theology. You switch terminology or develop the terminology by maintaining the same theology.
