What to Do Now That They've Failed?

The administration, i think, is right to focus the dialogue on their failure. The risk for the president of having an actual, real negotiation is that no matter what he brings back, the republicans will say it's not good enough. They've pretty much ruled out a phase two negotiation in a trumpian sense.
