The Voting Rights Act was passed in 65, it had to be renewed. The Supreme Court shut down an argument that the 15th Amendment protects against intentional discrimination back in 1988. In 1982, Congress wrote a statute that would reverse city of Mobile by creating a statutory right to bring what are called vote to end-lution claims.
