President Biden's special envoy for countering disinformation. James Rubin described Russian and Chinese misinformation as 'sophisticated' He said China has offered access to the Xinhua news agency information in Africa. That was a very subtle operation of extending Chinese narrative, he says. But it just sort of contrasts somewhat with Russia's a bit more clunky use I would suggest.
