The Importance of Ukraine in the War on the Rocks
The administration is trying to push negotiations, but I don't know what their theory of victory is because Putin doesn't seem to want to negotiate. My view is the Russians are going to continue to be a threat, and we have plan accordingly. Even if the Ukrainians are successful, it could continue as a cross-border war or it might turn into an on and off conflict. The trade-offs are actually becoming more acute because we've gone through a lot of our stocks now.
