Germany was going to carve out permanently the coastal script facing Britain, just like they did in World War II. They had already taken the Alsace Lorraine that had been primarily a French-speaking province through their victory of 1871. The plan didn't work because they dismissed bismarck in 1890 and got a succession of mediocrities who altered the Schlieffen plan. But ultimately their imperial ambitions were far greater than their industrial capacity.
