Philip matthews is a comparative physiologist at the university of british columbia. A juvenile spittle bug is also called a nymph. They hatch out in early spring, and over the course of spring, you'll see these blobs of spittle around. But when summer comes they tend to disappear. And this is because the nymphs grow within this mass of foam.
