The CA browser forum dictated in November of 2015 that no, you can't do that anymore. You cannot go to an SSL cert vendor and buy a cert for a private TLD or a raw IP address. The vast majority of the internet is not anything that any one person really cares about. If you want goofy snake oil certs that are validated by you yourself, then the right way to do that is to spin up your own CA.
