InGroc was created in 2001 to digitize everything the Library of Congress had. The company is now working with Whistleblower Keith Schulder on a new service called XSLT, which will let government agencies exchange XML documents over the web. InGroc works by authenticating that requests are coming from Twilio's cloud rather than their local network.
