The First Constitutional Permissible Moment
On January 1st, 1808, President Thomas Jefferson signed the law banning the importation of slaves. It's a first possible opportunity. The first constitutionally permissible moment. By 1963, the Equal Pay Act is passed. And in 1964, Title VII of the Civil Rights Act is passed prohibiting sex discrimination in employment. Women are disallowed from owning property by 1777. But 18 years later in Wyoming, women are granted the right to vote in all elections. 30 years later, the 19th amendment comes along and women can vote everywhere.
