Currently that measurement is called first input delay or FID and it measures the time from the first interaction until the browser is able to process that interaction. Now that one you expect to be impacted and often it is but the problem with this measurement is that it's kind of broken. It's a bad metric. Google came up with core avatars, they came up with two good metrics and with one metric that is unfortunately not that good which is why they're actually looking to replace this one.
