David Gergen: Democrats were bracing themselves for a big red wave. He says it's clear that this was not a turnout story. This was an electorate where more people identified as Republican than Democrat, and yet Democratic candidates won anyway because they were able to persuade Republicans to actually vote for them. "It really seems like Republicans turned out at a considerably higher rate than Democrats," he says.
