The Phoenix Program, Is This Unknown Thing?

The phoenix programm is this widely, i would say, unknown thing that existed during the viatnom war. It was a system of infiltrating vit kong networks as well as attempting to identify those networks and individuals who were either on the military side or just the civilian side. Oh, that is a whole episode on its own guise. Have we not done that? We haven't we got to do that.
