The Challenge of Fees in Public Pension Funds

Fee rate are so much higher now than when bonds were at five or eight %. And so it should make people even more fee conscious. Now, the odd part is, its playing out in the public world. So every year the gap of the low cost funds versus the expensive the floeis removing that way. But in the private, institutional world, it still has its foothold. I wonder how much of this would change if there was more like accountability from the board sort of side. It's tough because performances doesn't nacessarily play out in the short term. Is there any legislation or any ideas?
