Do You Think We Should Be Doing Design?

When should we be thinking about what are the libraries that we're going to use at the design stage? So maybe we could, you know, try to reduce this kind of dependence on unnecessary libraries. But I don't know if that's an overkill. Maybe this is only things which we'll know when we actually start developing and maybe that much is not known at design time or like, I don’t know, what do you think?
