Is Biden Really Not Going to Run April?

Biden has slipped past his most ambitious timetable as previously outlined by advisors to launch in February. They're now coalescing around April, so he's got his people putting together. But I am a little bit worried about this and like death by a thousand cuts and people questioning whether or not he's out there.
