The Importance of Contacting Primitive Peoples

There's no way in the world that we can contact native peoples and avoid the consequences of providing some sorts of resources. Most of my enemies are on the Brazilian side of the border though. Can you imagine any kind of sustainable arrangement between these indigenous peoples and civilization, since not contacting them? That's not possible.
