The author of a new book on the black out in New York says it's important to look at how crime is framed and responded to. The dominant response, he writes, was for law and order; looters were seen as animals nurtured by liberal state. He argues that this led to an urban neo-conservative conservatism which then leads to stop and frisk and broken windows. "Austerity offers few alternatives for thinking about urban poverty"
