Introduction
The 13th amendment says neither slavery nor involuntary servitude except as punishment for a crime where of the party show have been duly convicted shall exist within the United States or any place subject to their jurisdiction. The Ku Klux Klan Act was enacted into law in 1871 and today with slight modifications it is known as 42 USC section 1983. We are hard at work defending civil liberties and civil rights of all Americans and to discuss such matters I have with me two eminent civil liberty attorneys who are my colleagues here at the Institute for Justice. One of them is Jabba Steschus Bealee who I'd like to have him please correct me as the pronunciation of his name.
