The Taliban's Reaction to the Civil War
The Taliban came to be in response to the Civil War of the 1990s. The forces belonging to these different commanders that later became known as warlords were also accused of theft, abduction and rape. For the entire five-year rule of the Taliban, they never eased on their restrictions. And then when the 9-11 attack happened, Bush administration blamed Osama bin Laden and told the Taliban to hand him over.
