How Does Federation Interact With the Federation?

The idea here is that the Lightning node itself is probably still going to be a single machine, but the Federation is just to do the tokens side. And I, as a user, want to buy some of these anonymous tokens, these e-cash tokens. And then I say, okay, give me a Lightning invoice. Then I guess the Federation creates the Bolt 12 thing. So from the outside, from the outside of Federation, like you can interact with like a user inside of Federation only over Lightning and you don't need tokens at all.
