Anne robert jacques tourgo as controller general of finances and as head of the treasury held one of the most powerful positions in the cabinet. Tourgo was opposed to the war for pragmatic reasons, not dl ones. He didn't see an avenue to restore national honor as much as he saw a path to national destruction. The seven years war and the conflicts which came before it had left the french nation in a significant amount of debt. Togo was of the opinion that france couldn't financially sustain a conflict with great britain,. should it occur, and thus must prevent such a situation by all means necessary.
