New democrats didn't believe in the right wing libertarian ideal of a minimal state, so much as using the state to shape desirable outcomes through the market. They still believe in a place for gov men and this idea, but that government needs to be re invented. The other side of the re inventing government idea was the idea of making government itself more efficient.
