Do You Need Parental Consent?

The AG's office said they decided the danger was high enough and they had sufficient evidence to move ahead with filing the suit. The problem is how do you verify parental consent? And it's a really hard problem, I mean, we've been working on this problem for 20 years and we haven't made a lot of progress because first of all, how do we verify that the person consenting isn't adult as opposed to just my child under 13 who's checking the box for me?
