What the Soviets Really Did Was Not a Secret
The soviet union did not ratify either the hague or the geneva convention until 19 89. It's long been known that there was thistension over the repatriation of soviet prisoners of and in particualy, 19 forty five discussion of it at yalta. Not to try to reltivize or trivialize the crimes committed by notsy germany, but it is to explain that the two regimes functioned differently and actually had different priorities.
