Are the Voyager Probes Reaching Interstellar Space?

When voyager one crossed what's called te termination shock about 15 years or so ago, the solar wind did not slacken nearly as much as people expected. The other curious thing was, when anvoyager two crossed the termination shock, it crossed at a much closer distance to earth,. ten astronomical units closer, ten times the distance between earth and the sun. And that a symmetry in the crossing point really left a lot of questions. So how would something like an interstellar probe or eye pep fix some of the issues that voyager ran into?
