Should Teachers Be Blamed When the Speech Does People Harm?

Socrates raises the issue that sometimes people are harmed by democratic rhetoric, either individuals or whole peoples. Gorgias says if a rhetorician and a doctor visited one of their patients who refused to drink his medicine or submit to the surgeon's knife or cottery, I did so, but by no other art than rhetoric. So there's the implication that indeed, Gorgias is through his students doing harm.
