The 1994 crime bill barred incarcerated people from using federal Pell grants to pay for college. NPR's Alyssa Schulder started following several incarcerated people in the Pitzer program. She and her colleague Lauren McGaukey felt they had a story on their hands with Daniel Duran. The 40-year-old recalls joining a gang when he was 12, which made him feel safe.
