Is the Academic Writing Really Bad?

Academic writing is often deliberately obscure or just accidentally awful. David asks the question, why is it bad? What are the incentives? Is there an incentive or motivation problem that suggests scientists could easily write with the fluency of a new yorker writer, but choose not to mount the effort to do so because they're not properly incentivized,.
