Is There a State Capacity in China?
There's enormous state capacity with enormous barriers to using that state capacity. When something is directed from the top and how and there's a clear kind of political drive towards it, really remarkable things can be achieved in a relatively short time. It showed up during COVID actually an interesting way which is that the lack of financial support. A lot of people were financially like starved by the lockdowns. The ability to provide aid to ordinary people was much more limited than in the West.
