The civil war was a constitutional crisis for the United States. Lincoln faced four major issues: enemy combatants, blockade, habeas corpus and slavery. How do you conduct a war against your own people when they are trying to rebel? This is what the lincoln administration and congress will have been dealing with over the course of the war.
