The Soviets Didn't Pay Their Salaries, but They Did
By the end of World War II, for instance, they were claiming that they had 800 operatives around the world. They never claimed to have actually penetrated the Soviet Union itself. A lot of their sources, they didn't pay. Their view on this was that many of our sources are so ideologically committed to defeating global communism that they're not requiring money.
