How to Gauge the Atmosphere in a PhD Position

I really struggle with the idea of like, how can you really gauge the atmosphere super well? And especially if you're a master student trying to find a PhD position and there are very few going around. So I guess the most important person is probably going to be the PI because they're the content,. But yeah, I don't know. It's a flaw in the system, I think also.
