The Bush Administration's Decision to Pursue China's Opportunities

The president decided that he wanted to pursue those opportunities, but set up measures to protect and defend in the event that the challenges emerged more forcefully. I don't think the administration was naive. They pursued those opportunities. We still are open to engagement and cooperation, but ultimately it's going to depend on the leaders in China.
