Can You Skip a Ranking?

It sounds like if you hate a candidate, you should not put them on there, that's right? Cause otherwise it'll comeout. You can leave it blank, or you col rank them dead last. Remember that this is r c v after a top four primary, so there will only ever be four. So in other words, you vote for the top two candidates, and then you don't care as between the third and the fourth, leave em off. Your ballot is valid for candidates one and two, and then gets thrown away once you get to the second skip. It says if a ballot skips a ranking, then the election board shall count the next ranking.
