The National Industrial Covery Act of 1931
The national industrial covery act was the first federal law legalizing union membership and collective bargaining. In general, employers were reluctant to comply with various provisions of the act. The supreme court issued its decision in shector poultry corp versus united states which did indeed find the national industrial recovery act to be unconstitutional.
