Atoms have regular electronic oscillations that can be used to very accurately measure the passage of time. A sesium atomic clock currently gives the internationally recognized standard for the second. But scientists haven't stopped there, they have developed clocks known as optical atomic clocks. The best optical atomic cloks are better than the best micre wave clocks by almost a factor of a hundred inaccuracy. If you could do it, it is possible that we could re define time, or rather, the measurement of time a second.
