In many collectivistic societies, social relations systems are prescribed and given to you. The idea of enemy set is very common in sub-Saharan Africa. Why is it that enemy set has so much culturally elaborated and salient in Africa? In a way, it's not really in East Asia, even though include vigilance and therefore enemy set can be prevalent.
