Meerscheimer predicts increasingly intense competition between the us. And china as the latter continues to grow in national power. Meerscheimer: The reason that states co pet with each other for power is because the structure, or the architecture of the international system does not leave them any choice. For someo like me, who is a structural realist, the make up of the states doesn't matter at all. States, for me, are black boxes, and all that really matters is how big those states are.
