If you look at the source code, it is deliberately breaking every single one of these rules. There's a space missing after the two dashes in the thing about namespaces. This is left out. Whether that's just a typo that got inadvertently preserved or whether Tim Peters is just a comic genius,. But again, it's a language named after Monty Python's flying circus. If you are interested in taking Python seriously, I can recommend dead simple Python.
