Climate Securitization

The UN Security Council could play a bigger role in enforcing climate mitigation commitments. But no great power consensus exists on the Security Council playing such a role. Both Russia and China, for obvious reasons, resist such a move. Even the United States is openly cautious about empowering that body with more of a role.
