Rebels has the second best character development in all of Star Wars behind Andor. In that episode, Mando is explaining to the local lady that no one had seen his face since he was a child. If he is so set on it, why wouldn't he try to get Grogu in the same good standing? Maybe there's an age where children Mandalorians are expected to wear the armor at all times.
