In the West, where intelligence organizations for the most part are sort of positivist and just trying to understand what's going on around the world, the analysis that goes on within the CCP is more Marxist. The human equivalent is that in party circles, Marxist values are sacrosanct. And so when intelligence analysis is done, they have to recognize the sacred cows and they can't really stray beyond them.
