The word democracy was invented by the ancient Greeks. It's a two-part word composed of demos, which means people or main section of the people. Kratos, the other bit of the word, is unambiguous. So it comes out as force or strength of the demos,. Or all the citizens, or the majority of them. The elite few could be something like mob rule.
