If you're a smart cookie, then you are clever. You're quick and a sharp as a tack. What does that mean? It's a simile. A tack is like a nail - it needs to be sharp to go through paper. So if you're assharp as a tack, it means your brain is sharp. And the opposite of sharp is blunt. But being intelligent doesn't necessarily translate to common sense.
