When you look at the pay between a retail worker and a CEO, you have to think about pay as a tool. The market is the mechanism of payment for executives yet for hourly workers or for non executive workers wages theoretically are determined by the price that someone would provide an hour of labor for. There is a lot of complexity and labor rights issues in general mispricing in the market that I'm glossing over but that is all that usually the executive team looks at when they discuss worker pay.
