Operation Red Meat, Operation Save Big Dog

There's two phrases doing the rounds at the moment because they basely just sound like something from a political comedy. An operation save big dog, which would be what borris johnson might do to preserve himself in downing. Is there somewhere a piece of paper that actually has the phrase operation red meat on it? I suspect not. But you know, when people are briefing things, they do sometimes deliriously come up with lines.
