Shirts With All the Frills
In the 1980s, you could still wear a frilly shirt for a formal event and not be laughed at. Now it might raise a few eyebrows - which means that people would be surprised to raise them. So this word frills, then the material which is added, we got the expression from it with all the frills. This would be fancy, a very exaggerated piece of cloth or silk or something very flamboyant and showy and noticeable on the shirt.
